The Latin American and Caribbean Economic System (SELA) presents “Knowledge Capsules”, a series of brief content pieces designed to provide relevant, concise, and specialised information on economic, social and development issues in Latin America and the Caribbean.

This new audiovisual format summarises complex topics in highly valuable bite-sized pieces of information, facilitating access to key strategic analyses for decision-making and regional integration.

The first episode of “Knowledge Capsules” features Saskia Carusi, head of the Regional Office for Latin America and the Caribbean at the United Nations Office for Disaster Risk Reduction (UNDRR).

During the interview, Carusi explores a fundamental paradigm for resilience management in the region, explaining why so-called “natural” disasters do not actually exist.

The expert points out that, although natural hazards (such as earthquakes or hurricanes) are of natural origin, the condition of a “disaster” depends directly on structural factors, notably the level of vulnerability of communities, the quality and resilience of infrastructure, and timely access to early warning systems.
