Social Development

Social development is the improvement in people’s living conditions, including food, education, health, social protection, labor rights and protection against disasters, among others. In the context created by COVID-19, it is natural that these conditions have worsened throughout the region, directly due to the effect of the disease on health and indirectly due to the effect of the economic contraction. However, multiple indicators of social development, such as undernourishment, were stagnant or even increasing before 2020.

In this context, the Permanent Secretariat proposes the thematic axis: Social Development, which contemplates the following goal:

Contribute to the improvement of social development indicators in the region, in a sustainable and resilient way, through cooperation initiatives, training, agreement formation and exchange of good practices

Programa de Desarrollo Sostenible y Resiliente

With the ambition of improving the living conditions of its citizens in ways consistent with environmental needs and resilient to unforeseen events, SELA is focusing its efforts on exploring areas where regional cooperation can make a difference. This program aims to:

Develop and disseminate knowledge necessary for the implementation of social development policies, foster greater cooperation in the implementation of the circular economy, and enhance the capacities of the regional public sector in socially impactful areas.

Comprehensive Disaster Risk Management and Climate Change Program

Disasters associated with natural phenomena are immensely costly, both in terms of human lives lost and financial losses for countries in the region. The exposure of the population and physical assets to natural phenomena and their devastating consequences, translated into natural disasters, continues to grow, with a higher incidence in populations most susceptible to these phenomena, often lacking social protection systems to cope with these situations. As a contribution to greater resilience, this program aims to:

Establish regional structures that contribute to reducing vulnerabilities, effectively responding to emergency situations, and assisting populations most vulnerable to extreme natural phenomena through social protection systems.

Comprehensive Human Mobility Promotion Program

Comprehensive migration management requires cooperation among countries of origin, destination, and transit. SELA, as a mechanism for member states’ cooperation, plays a role in coordinating policies that contribute to the region’s socioeconomic development. This program aims to:

Leverage opportunities for development presented by human mobility, understood from a comprehensive perspective that involves countries of origin, transit, and destination.
