The Permanent Secretary of the Latin American and Caribbean Economic System (SELA), Ambassador Clarems Endara, greets the new Secretary-General of the Latin American Centre for Development Administration (CLAD), Conrado Ramos, who took office on 16 January.
Conrado Ramos is a Uruguayan political scientist and politician with experience in academia as a professor and director of various departments in universities in his country. In the public sphere, he served as Advisor to the President of the Republic of Uruguay, Dr. Tabaré Vázquez; Deputy Director of the Office of Planning and Budget (OPP); candidate for the Vice-Presidency of the Eastern Republic of Uruguay in 2014; Senator of the Republic from 2015 to 2020; and Director of the National Civil Service Office (ONSC), a position he held until December 2023.
In addition, he has worked as a consultant for various cooperation agencies, including the World Bank, the Inter-American Development Bank (IDB), the Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Development Programme (UNDP).
CLAD is an international organisation whose main objective is to promote the modernisation of public administration in Latin America and the Caribbean. Through the generation of knowledge, exchange of experiences and training of government officials and leaders, CLAD seeks to strengthen public administration in the region, promoting efficiency, transparency, and quality in public services.
