Introduction

As part of the regional commitment to strengthening the development of inclusive, resilient and sustainable public policies, the Latin American and Caribbean Economic System (SELA), in strategic partnership with the Inter-American Conference on Social Security (CISS) and the International Organisation for Migration (IOM), will hold a virtual presentation on 23 April 2026 of the Handbook of best practices: towards the socio-economic inclusion of migrants and their integration into the social security system.

In Latin America and the Caribbean, human mobility has become one of the region’s most significant structural trends, presenting both challenges and opportunities for social protection systems. In this context, ensuring that migrants have access to social security is not only a fundamental human rights imperative, but also an essential prerequisite for moving towards more inclusive, resilient and sustainable societies.

Against this backdrop, it is necessary to promote public policy solutions that will help bridge access gaps, strengthen institutional frameworks and move towards more equitable social security systems.

Justification

The Handbook of Best Practices has been developed as a tool designed to translate technical knowledge into concrete actions, facilitating the socio-economic integration of migrants through their effective inclusion in social security systems.

This document brings together the main contributions from the High-Level Dialogues (2024–2025), integrating regional experiences on key issues such as migrant children, the gender perspective and the socio-economic impact of human mobility.

The handbook also includes contributions from key stakeholders in the region, including the Regional Network of Civil Society Organisations for Migration (RROCM); the Independent Monitoring Group of El Salvador (GEMIES); the Guatemalan Social Security Institute (IGSS) of the Republic of Guatemala; the Institute for Women in Migration (IMUMI) of the United Mexican States; the National Distance Learning University (UNED) and the Costa Rican Social Security Fund (CCSS) of the Republic of Costa Rica; as well as the National Institute of Migration (INAMI) of the United Mexican States.

General objective

To present the Handbook of Best Practices as a reference tool for the design and implementation of public policies aimed at strengthening the socio-economic inclusion of migrants, with a focus on their access to social security.

Specific objectives

  • To disseminate the main findings and recommendations of the handbook.
  • To promote the exchange of experiences between institutional stakeholders and experts.
  • To position social security as a central pillar of the inclusion of migrants in the region.
